Billionaire Tax Split

California Democrats endorsed Proposition 40, which would impose a one-time 5% tax on the state’s about 200 billionaires.

The measure passed after a split party vote in San Diego, winning 145-90 on a second try after failing to clear the 60% threshold initially.

Supporters say it could raise about $100 billion over five years for healthcare cuts, food aid and public schools.

Gov. Gavin Newsom and Xavier Becerra oppose it, favoring other tax policy. Backers include Bernie Sanders and labor groups; opponents include major California unions and business-backed groups. The ballot measure goes before voters Nov. 3, 2026.

Hormuz Bargain

Trump canceled a planned strike on Iran and said new talks will begin Monday, after Saudi Arabia and other Middle East allies urged restraint.

He said the attack would have been “the biggest since World War II” and that he is “not looking to kill people.”

Gulf mediators are floating a new plan for the Strait of Hormuz, with Qatari and Omani channels reporting progress.

The strait carries about 20% of global oil trade, and Iran wants control or fees on shipping. Brent crude fell as much as 7.3% after Trump’s shift.

Brain Flexibility

A study of more than 14,000 mouse cortex neurons across 43 regions found most cells are not fixed specialists. Many neurons shifted with sensory input, movement and decision-making during the same task.

Primary sensory areas, especially visual regions, had the clearest specialists, but farther along the cortex neurons were harder to classify narrowly. Still, cells showed region-specific response patterns, so activity was structured rather than random.

The results suggest the brain may rely on flexible, general-purpose neurons to handle new situations and could help researchers understand disorders when large-scale neural patterns lose that structure.

HOA Foreclosures

HOA foreclosure filings are rising faster than overall mortgage foreclosures: 6,376 properties had HOA-related filings in Q1 2026, up nearly 40% from two years earlier.

More than 285,000 HOA liens were filed last year, up 8.8%. Rising insurance costs, drained reserves and stricter post-Surfside safety rules are pushing associations to raise dues and special assessments, then collect more aggressively.

In about 20 states, HOA liens can outrank a primary mortgage. At one New York condo, 15 of 202 units are delinquent, leaving an $8,900 monthly shortfall.

Sparkling Water

A study of 20 adults compared soda, regular sparkling water, calcium-fortified sparkling water and plain water.

Soda caused the largest and longest oral pH drop, staying lower than plain water at 2 and 20 minutes. Regular sparkling water briefly lowered pH at 2 minutes; calcium-fortified sparkling water did so at 5 minutes. In both cases, pH returned near baseline within 20 minutes.

Researchers said mouth pH below about 5.5 can start enamel dissolution, but saliva quickly restored pH after the drinks.

They said unsweetened sparkling water may reduce enamel-erosion risk versus soda when consumed in moderation.

Spokane Inferno

Wildfires in eastern Washington triggered mass evacuations near Spokane as the Spokane Complex Fire—Old Trails, Fairview and Autumn Lane—burned 5,390 acres and remained 0% contained.

Officials said more than 600 structures were destroyed, including 640 tied to the Old Trails Fire; no injuries or deaths were reported. About 60,000 Spokane residents were evacuated, with shelters opened at the convention center and fairgrounds.

The state issued air-quality warnings and a red flag alert as winds reached 35 mph. Gov. Bob Ferguson declared an emergency, ordered a burn ban through September, and sought federal aid. Power outages affected up to 30,000 customers.
